yap, thats what I have and what I do also.Go back to post #7. H264 settings aren't much different, change Profile to High, add B Frames/lookahead if needed. RTMPS should be available for HEVC, get away from HLS.
Anyway I record H265, stream H264 & use this guide when I need info.

On a Dell server they have two redundant power supplies, lots of power 1500w each, They don't have a way to add cables to the power supply, but they have ports on the motherboard that supply plenty of power. I just didn't have the right cable to plug in to the port on the R720 motherboard, however I do have the correct cables for the R7920 motherboard so all will be good.It never was OBS, from the get go it was your rig, now we know why.
75w isn't enough. The GPU will draw up to 150w through the power connector, the rest of the power is suppied by the pci-e buss.
You need to run the correct cable directly back to the PSU.
