Why should deactivating and reactivating a video device (temporarily) fix out-of-sync framerates?

maybe make an own profile for your video vhs encoding
only use the sources you need for that
choose this when you want to capture your VHS etc and choose your "normal" profile when you want screen recording/streaming etc

i mainly suspect that your capturecard cant keep up with providing low-enough latency to stay in sync
if you consider using your CPU to encode you can try "low-latency-encoding" (but usually you either lose quality or have bigger files with lle)

and usually people say they have dropped frames and not "out-of-sync framerate" (because in 99,9% of cases sync means audio-video-sync)

Strongly disagree. It's simple really, easy to use.

I prefer to fix my rig/set-up but you do you.
But they're not enabled. I have them off most of the time, and when I do record them, I don't run into problems. If you're saying that they can be problems even when they're not enabled, that gives me an even worse viewpoint of this software.

I strongly disagree with the notion that it's really easy to use. It's like a Linux enthusiast describing a 10-word command in a shell as "easy".

I'd like to fix my setup, but not if it means disabling everything useful.

Fair enough about the assumption regarding audio sync. That makes sense.

I disable everything except the VHS source when I do VHS transfers, and I have the sources set so they're deactivated when they're not showing.

When it comes to my camera, if I use Elgato software, it's buttery smooth, not a glitch to be seen, so it's unlikely to be a hardware problem.

Still trying to look up low latency encoding, though does that also affect the video shown in the OBS window when I'm not even recording? Most of the articles and such I see when I do a search are talking about it in regards to when they're streaming.

Yes, create addition Scenes if needed for the captures.

I guess it can be daunting if you are a newer user or trying to use some elaborate set-up but been using it for a long time across multiple systems. I stand by EASY!

Well, I found out a curious thing. If I want OBS to have a consistent framerate in 24fps, I have to first access the video source with Elgato 4K Capture Utility. Once I do that, and exit, and load OBS, it handles 24fps beautifully. This process also helps other framerates as well, but it's the most consistent for 24fps.
