Question / Help OBS recording is lagging / Game isnt lagging

An other fact to my upload problem. My uploaded Video is about 7 GB but if i download the Video from YouTube again its only 300 MB. WTF. I never had this problem before. WHY ITS ONLY 360p???
Is it maybe cause of im using NVENC not instead of h.264 CPU as encoder?

Oke thanks.
So look. I uploaded a 5 Minute video of the same game and after 2 Minutes the 1080p 60 was available to choose.(old obs settings)
But my 1 hour video is still at 360p so why YouTube have a problem with that?? After my recording I changed smth with premiere pro and I used the same render settings as i did it in the last 3 years. But still 360p. Please help!
