OBS cannot recognize the USB capture card

Complex device may has configurable pin in the driver for selected input/output, you may try to set some values there too (if it is allowed by the driver, and device itself has many inputs/outputs). This usually can be done through button "Configure Crossbar" of Video Capture Device properties in OBS. If button does nothing for you - then there is nothing to configure.

Maybe it is worth to try "640 x 480 @ 30 fps : Uncompressed" before attempting to use higher settings?

OBS log only states that audio from the device is not OK:

I also tried lower resolutions, but it made no difference. As I said, other apps work fine with the device.

The device only has one HDMI input.

As I said, other apps work fine with the device.
Then solution is obvious - use other software. OBS wouldn't be changed in this part (I have strong feeling for this), neither system update will change the behavior. If you know fast and robust solution - use it instead. It is valid option. Other solutions mentioned above (certified devices) are not cheap. And you may spend weeks in search why your device (cheap one) not work in your system.

What do you mean by Very complex device?
It has 3 components: HID, Video, Audio (registered as standalone device).
Simplest web-camera has only Video.

One of my friends tends to only use OBS and unfortunately has this problem. The device is something similar to the following:

Is there really no other way? Can Windows update change the conditions?

Hi all,
I reinstalled Windows and the problem was fixed. My system has two graphics cards. One is an internal graphics card and one is an external one. When the external graphics card is installed, the system does not use the internal graphics card. I installed the driver for the internal graphics card and the black screen problem occurred again. Does this mean that the system is using the internal graphics card at the same time? Is this a problem with the internal graphics card?
