The graphics-hook file in C:\ProgramData\obs-studio-hook probably isn't the Game Capture file from version 31.0.
★How to check
- Press the Windows key + R.
→ The “Run” dialog will appear.
- Enter the following path and click OK:
%PROGRAMDATA%/obs-studio-hook
- The obs-studio-hook folder will open.
- Right-click on graphics-hook32.dll or graphics-hook64.dll.
- Select Properties, then go to the Digital Signatures tab and check the signature.
★Digital signatures by version
- Version 31.0 (only signed with the new certificate)
- Version 30.2 (dual-signed with both old and new certificates, in this order)

新しい証明書のゲームキャプチャファイルになっている場合にのみ、フリーズが発生します。
Xのポストを見る限り、バージョン 31.0.3をポータブルモードで起動しているようです。
テスト時に C:\ProgramData\obs-studio-hook にある graphics-hook ファイルが、何らかの理由でバージョン 31.0のものに更新されていなかった可能性があります。（ファイルが使用中だったなど）
ゲームキャプチャのファイルが更新されず古いままだとバージョン 31.0でも問題なくキャプチャできてしまいます。
★もしテストして頂けるのであれば以下の手順をしてみてください。
OBSとゲームを終了 → obs-studio-hookフォルダ内のファイルをすべて削除 → OBSを起動（バージョン31.0） → obs-studio-hookフォルダ内にバージョン 31.0のゲームキャプチャファイルになる → VALORANTのキャプチャを確認 (フリーズすると思います。)
★古いバージョンに戻す場合 (テストした場合)
OBSとゲームを終了 → obs-studio-hookフォルダ内のファイルをすべて削除 → 古いバージョンのOBSを起動（例：30.2.3） → obs-studio-hookフォルダ内に古いバージョンのゲームキャプチャファイルになる → VALORANTのキャプチャを確認 (フリーズが発生しないと思います。)
