what looks like 480p video from my obs in vlc media player

Not sure if this is common but I'm looking at raw footage I recorded and it seems to be lower in quality. Not too sure what is going on tbh. I'm gonna post my most recent log here:

1. In Windows, we recommend that "Game Mode" be enabled. Game Mode can be enabled via the Windows "Settings" app, under Gaming > Game Mode.
2. Audio buffering hit the maximum value. This is an indicator of very high system load and may cause individual audio sources to stop working. Keep an eye on CPU usage especially, and close background programs if needed. Occasionally, this can be caused by incorrect device timestamps. Restart OBS to reset buffering.

Source affected (potential cause): Desktop Audio
3. When using CRF for rate control, the higher the number, the lower the quality. If the quality is bad, then lower the number.

OBS is not running as Administrator. This can lead to OBS not being able to Game Capture certain games. If you are not running into issues, you can ignore this.

Can you tell me what crf you recommend for my pc? it's currently at 23. just from research ppl seem to recommend 12 for the best quality considering I do plan to edit it later. also do you know the best way to send files to an editor? my friend says google drive is acceptable but you seem knowledgeable so I'd like your opinion too.
