Unknown stream stutter Issue

I'm relatively new to PC streaming but I have streamed a number of times on twitch without any issues on warzone and or valorant. I stream at 1080p and 60fps with 6000kbps bitrate (auto-configuration wizard). I have never had any issues with my stream or gaming before. As I started to play the new call of duty cold war beta and tried to stream I noticed my stream is stuttering. My in game video play is great but its my twitch stream that's having problems. Iv watched tons of videos and read a bunch of forums on lowering my bitrate and or my resolution and multiple other options to try and nothing has worked. I have even turned all my settings to the lowest in game to provide the least amount of ram usage and nothing is working. A ton of people on twitch are playing and streaming the beta currently without any issues so I cant say its the game but rather conclude its something within my system. If anyone has any suggestions I would greatly appreciate it because I'm completely stuck now.

These are my specs:
Windows 10 2004
Intel I7-10700k 3.8Ghz
16GB Ram
RTX 2070 Super
Game Mode: ON

Before you go out saying its a streaming issue, play the game first without OBS running. Make 100% sure this is not a game issue versus a streaming issue.

With OBS not running, if you are SEEING problems, then you need to nail down the in game settings first and consider if its a problem with imbalance in your CPU and GPU. Update GPU drivers, consider not overclocking if you have done so, get your PC running stable first for the game. Frame limit too.

Video games are not made to consider that they will be streamed and have other applications like OBS hooking into the O/S to capture audio and video output. This, unless Marketing requires it in a formal Engineering specification and wants the game optimized so that by streaming, it generates more awareness on streaming platform to drive more sales.

THEN, run OBS and start recording only and not streaming. Set OBS parameters to match what your streaming platform will allow considering:
  1. Resolution
  2. Frame Rate
  3. Encoder

When you are satisfied witih the results of recording, THEN set streaming parameters.

In other words, you have to prove to yourself that your system is capable of meeting your expectations from the bottom up (just playing, OBS capture recording, OBS capture and streaming). Each has different system demands.

Jumping in and streaming and screwing around with parameters from the start will be a total waste of time and more times than not, will reveal problems in setup, if not wrong choice of hardware and networking infrastructure to do the job.

I appreciate the reply but just to answer a few of your comments. first I do not run SLOBS I actually don't even have it installed. secondly, I have set up my stream settings before and this game is the only game showing me issues currently. My CPU and GPU are running really smooth and iv never had any issues there either. Your suggestion about tweaking the settings and recording is actually what I was doing and couldn't resolve the issue. I only streamed that minute video so I could link it in here for someone to see what's going on. Iv tweaked resolution, frame rate and encoder in every way possible but haven't seen any positive results which is why I posted the forum. My game runs smooth as can be, I have absolute no issues running any game including warzone, MW remastered, cold war beta, Rocket league, valorant and a few more. This issue is only happening as I'm in main lobby and in game for cold war beta on my game capture for OBS. I have tried display capture as well and still the same results. In NVIDA control panel I do have a max frame limit of 165 fps as well. if you have any other suggestions or if I'm misinterpreting anything please let me know. I just ran warzone again because I wanted to make sure this stuttering wasn't happening there but it is running completely smooth both on my in game and on OBS recordings. Seems to be only having issues with the cold war beta.

I am having this issue as well. While I havent figured out what the fix is, I can hopefully show you its probably not on your end. What does your OBS preview look like when you aren't recording or streaming? After spending the entire weekend trying to fix this including hard resetting my stream pc I have realized that only Cold War had this issue. I have it with no other games. When I click the multiplayer tab and it changes to the guy in the plane it microstutters like crazy. Gameplay is the same. I am not sure what is causing this, so I know this isn't to helpful, but I didnt want you thinking its your hardware. Im running this on my stream pc and still having issues:

MSI Gaming Edge z390 Mobo
EVGA RTX 2080ti FTW3
64GB GSKILL Ram

If I figure it out ill let you know.

Hello!, i just created an account to tell you that i actually have the same problem, only on Zombie Mode, because on Multiplayer i was fine. Anyway, i find out that was the Ray Tracing, so i just full stop it. And that actually work. Like a lot. So give it a try ;)

Specs:
Ryzen 3800x
Asus 570-E Gaming
Asus NVIDIA 2080 Super
64GB Corsair Dominator
