Question / Help Struggling to stream decent quality.

Hope everyone is having a good day or evening. I'm mainly having two issues with my current setup which I've tried to solve but to no solution.

- Stream will look great with no movement but however, in games like rocket league mainly, the stream will become pix-elated as the movement picks up or just look extremely blurry in general from the high movement.
- Streaming usually stays at a constant 60 FPS, however when playing Modern Warfare, lately it'll drop down to about 30-40 and fluctuate between there and bouncing back up to 60 sometimes.

My hardware:
- Intel(R) Core(TM) i7-8700K CPU @ 3.70GHz
- Z370 GAMING PLUS (MS-7B61)
- NVIDIA GeForce GTX 980
- CORSAIR K70 RGB MK.2
- CORSAIR Glaive RGB
- Samsung 850 EVO 250GB SSD
- Corsair LPX 16GB DDR4 3000MHz
- ASUS 24" Full HD 1920x1080 144Hz 1ms

Upload Speed: 11.3 Mbps.

Stream settings:

- Nvenc H.264 (new).
- 5500 Kbps.
- Keyframe interval: 2.
- Preset: Quality.
- Profile: High.
- Psycho visual tuning: Enabled.
- GPU: 0.
- Max b-frames: 2.

Output:

- Scaled: 1280x720.
- Downscale: Lanczos.
- FPS: 60.

Is there something I'm doing wrong? If it's hardware, would anyone recommend over clocking my PC as I haven't done that on this one yet. Or is it bandwidth or lack there of I suppose. Please let me know if you have any suggestions which would improve it or just settings that would work for setup. I will attach the log files below as well for more information. Thank you!

seems you overloading your system
set profile to main
and i think Preset should set to performance
