But that pixelation don't come from the encoding or bitrate, even on 720p60 on very slow its pixelated. I trying to fix this now for 2 whole days and still can't get it to work....

I only see the pixelation that comes from insufficient bitrate, some aliasing on objects (antialiasing seems to be off or have no effect on some objects) and some objects loading in late (tree was made out of big blocks for a few seconds, than details loaded in).

that bitrate should look way better, like i said before, its a cpu/system issue, it happens on every resolution with every preset....

I don't think so, or it was with another game (or different ingame details). This pixelation is definitely normal with this worst case scenario content (a lot of high contrast corners together with a lot of movement) and such low bitrates.
Can you try 720p 30fps 7000kbit/s? Should look a lot better, when it comes to pixelation.

If you're trying to use threads=24, it needs to be all lower case, those options are case sensitive.
Also, libx264 has performance scaling issues starting at 20 threads.

Already tried out other thread options, if i do like 16 and 720p60 at medium its still pixelated as hell, so this is not the problem right now i guess
