You need to post a log and give a detailed explanation of what you're trying to do and what isn't working.

If your recording games go with base res 848x480 2mbit 30fps veryfast or higher. Your video card and processor don't support hardware encoding, and that processor won't handle above high quality 480p. Set your obs priority to high.

technically and in theory his cpu does support qsv since its ivy brdige the chances of having a motherboard also support quicksync is quite high
best case you can manage to enable qsv. then you should be able to record 1080p60 via qsv
if not i would suggest 1280x720 60fps

preset ultrafast
cfr=checked
cbr=unchecked

since you are using OBS Multiplatform, I am moving your topic to those forums to keep things organized.
@alpinlol since OBS MP doesn't have quicksync yet OP will need to use the older build of OBS in order to use QSV or downscale his resolution to 720p but everything else you said.
