Question / Help Smooth video, but sometimes stutters or lag

Hi,
I have been messing around with OBS for some 4 years now, but still I can't fix this problem after all my research.
I have given OBS numerous tries but this thing kept bugging me.

When I view back my recorded video, or I look at the preview, the video seem smooth at 60 fps.
But sometimes (Around every 20 seconds) I get a sudden "Lag spike". The video drops from 60fps to something like 20fps, just for 1 second.
After the lag spike, the video is back to normal again.
This occurs as previously mentioned every 20 seconds or so.

Ram: 16 GB
Hard disk: 2 TB HDD – 232 GB SSD - 2 times 80GB SSD's
Motherboard: ASRock X99 Extreme3

VIDEO ENCONDING SETTINGS:
Recording format: mp4
Encoder: NVENC H.264
Rate control: CBR
Bitrate: 15000
Preset: Default
Profile: Main
Level: Auto
GPU: 0
B-Frames: 2
FPS: 60
Downscale Filter: Bilinear


If anyone, ANYONE, knows a fix, please help me.

Change your output mode to simple, your recording quality to indistinguishable, your recording format to flv or mkv, and your recording encoder to nvenc.

Is there a way to record multiple audio tracks via this?

EDIT: Either way this solution didn't help me :(
