For the Devs out there, Under Settings -> Audio-> Advanced there is the "Monitoring Device" area. How hard would it be to duplicate that?
To have a "Monitoring Device A" and a "Monitoring Device B" that can have a different device selection from each other?
So I installed Virtual Cables, I then set the cables as my monitoring device.
Then I sent all my audio sources to that cable via the "Monitor output."
Then I added an Output Capture and chose the Cables again. This gave me a Master Fader to control all audio. I could send that to stream and be done.
What I want to do is have a second Monitoring Device set to a different Virtual Cable, then send that master fader to the second monitor.
This second cable will show as a "MIC Source" in browser based streams like Zoom and others.
OBS can be used to mix down my audio to a master, then send that master to wherever.
