I am having a problem with my recording (and presumably with my streams haven't tested it yet) I have tried different combinations of the resolutions and FPS, also different combinations of Encoders and, rate control and bitrates. Trying different bitrates didn't seem to change the quality even up to 100,000 thousand looked the same as 60,000. It may be my specs but I thought I had a decent computer. The quality isn't bad but it gets slightly pixilated when moving and it simply doesn't look like how it does when I play like how most youtubers do. https://obsproject.com/logs/H8xHdAUjWW47piYv . You can try with Auto-Config Wizard. OBS > Tools > Auto-Config This would give you a base line to test with.
