Plugins not appearing in OBS after Installation

I feel like plugin installation really isnt complicated, and yet somehow I can't get either Visualizer or Shader Filter (or Shader Filter + for that matter) to work. I've looked up several help threads but almost everyone who had this issue in those posts either downloaded source code mistakenly or had the files in the wrong directories (either in the 32 bit folder or just not unpackaged from their folders properly). I am almost certain I have placed all files properly, manually matching data structure between base obs directory and unzipped plugin directory, moving files each myself. And yet when starting obs afterwards, none of the plugins seem to have any effect. Im using the 64 bit OBS Studio 21.1.0 on Windows 10.

Pretty sure this is the relevant part but I dont understand how to fix the issue, can someone explain?

just to prove these files are in fact in the 64 bit folder of the obs plugins directory here are some screenshots
