Taking a wild stab in the dark, if you're using QuickSync as your encoder you may want to try a different encoding method (either NVENC or x264), or possibly try rolling back your intel quicksync drivers.

If by "cloudy" you're meaning that the picture just looks like it's low quality, then I would recommend raising the bitrate, or changing to something like CRF with a quality setting of 23 or lower.
