Question / Help Pixelated stream with 4000 bitrate while using SLABS?

Hey everyone, i know this might get asked a lot but what the hell is up with the pixelation with my bitrate set as 4000? I don't want to set it to anything higher as people with slower internet speeds won't exactly load the stream.

My specs should be fine enough to stream @ at least 720p60:

GPU : RTX 2080 8GB
CPU: i7-7700k @ ~4.34GHz / 4 cores
RAM: 16GB DDR4 @ 2144MHz
