Overloaded encoder with hardware that should be able to handle stream

I have a Ryzen 9 7900x and a 3070 but even when I stream at 720p, I'm still getting an overloaded encoder error. I recently upgraded from a Ryzen 7 3700x (got a new motherboard and RAM as well) and I never used to get this error before. Why would my performance dip after an upgrade? Kind of lost on what to do at this point. I shouldn't have to run a steam at 480p 30fps with this hardware.

I fixed it. If you're having problems that you feel like you shouldn't have, run OBS as an Administrator.

@HoodGuard So just running OBS as an Administrator solved this issue? I ran into this problem this weekend, first time using a brand new 12th gen i9 Alienware, with high end graphics and RAM. I was coming from an i7 with inferior specs and never had this issue. Nothing else has changed with my setup at all.......I livestream sporting events and typically broadcast in 1080p/30 so when I ran into this on Saturday I was surprised and then on Sunday and dropped down to 720p and the same "encoder overloaded" message happened so I am stumped....
