Only Frame Drops in OBS Studio, No Frame Drops in Streamlabs

I've Been Using Stremlabs for 3-4 months, but recently (2-3 days ago), I tried to shift to OBS Studio due to its features. But the frame drops only happen in OBS.
My System
CPU Name: AMD Ryzen 9 7900X 12-Core Processor
CPU Speed: 4691MHz
Physical Cores: 12, Logical Cores: 24
Windows Version: 10.0 Build 19045 (release: 22H2; revision: 5011; 64-bit)
GPU: NVIDIA GeForce RTX 4070 Ti (12 GB)

I'm using LAN for streaming. I have done Everything. Please Help. I'm pretty sure that's not a network issue.

Even though I've Tried Streaming with both Software within a 5-minute gap only Frames drop happening OBS.

My Network Speed is 140Mb/s and I'm using bitrate of 13 Mb/s.

Your two screenshots show that you're trying to stream with 11 Mb/s with OBS Studio and 2647 kb/s with some other software, which is 2.647 Mb/s. So 11 Mb/s doesn't work and 2.647 Mb/s does work. Your maximum usable upstream is somewhere in between. According to your log, you're dropping about 50% frames while trying 13 Mb/s, so I would try to reduce the bitrate to 6000 kb/s and see what happens, then adjust accordingly if you need to go even more down, or if it's possible to raise to 6500 or 7000 or whatever above will still work without network congestion.

1440p 60 Fps required 13 Mb/s so I use and it works fine in Streamlabs.

And 2.6 Mb/s was showing because I the game was in background. Wasn't playing that time.

I do stream in YouTube with Streamlabs without any issues. I streamed today also. But when I use OBS it's showing hell of a frame drops.

Disable HAGS.
Your antivirus may be interfering with OBS network transit. Consider to remove it too. As long as you have safe behavior online you don't need any other security software than the one that comes with Windows.

Isn't a good practice to upscale. Like koala already told you, reduce the kbps. In the image you posted is clear you're using less than 3000 kbps in the other program.
Good practice, work with what you have and get the best of it.

First of all the bitrate means the maximum upload speed the program can use to upload the stream. Isn't it? So, if I put it higher what could the issue?

Second, I've now disabled the HAGS.

Third, I've tried so many times after disabling and enabling antivirus, same issue.

I've done those things you've mentioned earlier, still same issue.

Today I streamed for 2.5 hrs on Youtube with Streamlabs but no issue with 13Mb/s bitrate.

Please any more suggestions, that could be helpful.

I understand your problem bro. I'm also suffering from this.

It doesn't work like that. The kbps you set is what the encoder will use for the streaming. So, if you set 3000kbps, this is what the encoder will use. If you set 13000kbps, that's what the encoder will use.
Of course, you can use dynamic bitrates, but if you need this option is because your internet connection isn't good and reliable.

I've just tested that suggestion, I set the bitrate at 5Mb/s and the stream is now without any frame drops. But, the quality is lower than my other stream at 13 Mb/s.

There is another confusion, I'm mentioning below. Both software shows different Video Encoder.

What to use in OBS Studio now?

I use NVIDIA WENC H.264 (new) in Streamlabs and the quality is so good. But, there is no such option in OBS.
