Question / Help Odd blurry stripe at bottom of video feed?

Hi I've been having this weird issue where there is a really weird blurry stripe at the bottom of my livestream feed, it isn't visible inside OBS and persists across different games, even with display capture or game capture. It's hard to see, but it is rather distracting and can't figure out the solution to this. I've had streamelements OBS installed before and tried to uninstall it, but for some reason it has issues uninstalling, however I also reinstall regular OBS studio and use that without all the streamelements nonsense, and it still persists. Unsure if this is user error, a bug, or something that needs adjustment. here is my log file: https://obsproject.com/logs/14rDsQwZ92lxZ8jU and here is a few snapshots of the blurry stripe, one however for some reason is discolored? The bottom picture line is repeated for a few lines. This produces this smearing effect. Check if your game capture source fits the whole screen by right-click your game capture source->Transform->Reset transform. That should make it occupy the complete canvas.

If you want to make a new start with a completely fresh configuration, create a new profile with Menu profile->New and a new Scene Collection with Scene Collection->New. A new profile has all settings with application defaults, and a new scene collection contains no scenes and sources, so you can create everything fresh. Your old settings are kept in the previous profiles/collections, so you can always go back.

You know what, I did this and it didn't work, but I found out that if I turn ON hardware acceleration in chrome... it goes away... doh.. so the problem wasn't with OBS it was with my chrome. I feel like an idiot. Anywho, if any content creators out there find this, that's what it was for me.

So I'm not using chrome and I don't use any apps with gpu acceleration during stream, BUT since I changed my cpu from i7 4790 to ryzen 3900x and changed encoder from nvenc new to x264 medium, I'm getting this weird line at the bottom of my stream. What's interesting about this is that my layout is fully at the bottom in OBS canvas and it only duplicates game video instead of actual canvas. Screenshot
