So this was originally a dell 5675 and long story short I have been having an issue recording whether it be 1080p or 720p not streaming just recording and no matter if it's x264 or my GPU same thing I always get this annoying stutter any help would be great I replaced everything including ram,ssd,mobo,psu basically everything besides cpu and gpu to try and fix this I reformatted tried new and old drivers and same thing every few minutes I get this lag I will post a log to see if anyone can make sense of this. also I have tried CBR at 20000,30000,40000 and several other numbers same issue it doesn't seem to be a heat issue as far as I can tell

I will list my specs again I did replace everything though besides my GPU and CPU

Ryzen 7 1700X stock cooler
16GB Geil Super Luce 2666 DDR4
RX 580 8GB reference model
Samsung EVO SSD
2 - 1TB 7200RPM HDD
EVGA 600 watt 80+ Bronze psu
Corsair Carbide SPEC-05 case
5 fans total including cpu and gpu fan
-Also I have send the recording to a hdd and run the game off my ssd.
-I have ran Samsung magician and ssd seems fine
-I have tried putting OS on a HDD and sending game to the SSD same thing.
-Even if I record in 720P I am monitoring with task manager and nothing is about 60% and temp seems okay at around 75 degrees.
-I am stuck I think I have tried everything, could it just be that my GPU is defective? maybe a bottleneck I tried using a website that said I am at a 50% bottleneck I can't see it but not ruling it out.
-The issue might not seem to be too big of an issue to some as I can play most games fine but I really want to record and I purchased the pc just for that. I did try reaching out too Dell even before swapping anything and they basically said I am SOL because it passes there stupid diagnostic test. I still have 4 months warranty that I will never use, worst company ever but that is for another time.
-So basically I will be able to record but I get random lag spurts and there random I can probably post some video later if anyone needs a preview.

I realized this log was using my elgato if you need a log of just gameplay let me know and what settings you prefer and I will do that I NEED this fixed
