OBS not wanting to make my video 144 fps, it makes the video 60 fps instead, on both preview AND video

so for context, everythings been going smooth for me on obs until 2 weeks ago, obs suddenly converts my video automatically to 60 fps. it displays 60 fps on the preview and videos i record, even though i set the fractional numerator to 144 fps.. wtf happened? i searched COUNTLESS videos for similar issues and solutions but wasnt successful, im really in-need of help

heres the log, i made sure disable hardware gpu scheduling to 'fix' my issue like the analyzer recommended

note that it automatically sets any fps higher than 60 BACK to 60, if i set it to lower, then it applies it.
and this only affects my video, i do not experience any sort of fps loss while actually playing

also idk if that even makes the problem worse to troubleshoot, but i realised that cpu usage is INCREDIBLY low, so its not a matter of gpu overload (i think)

Follow steps listed here and try again. Make sure have a stream or recording in the log.
the steps listed destroy the purpose of why i made this post in the first place, i want to be able to record at 144 fps WITHOUT lowering my fps like obs is recommending

if i set it at 60 fps, i would want to record at 144 fps but then the problem would happen again.. and i already know for a fact its not overload, nor are my specs too little to handle 144 fps, so whats the problem?

Disable these & run another test.
13:53:06.138: Game Bar: On
13:53:06.138: Game DVR: On

Your log is lacking

Info No Output Session

Your log contains no recording or streaming session. Results of this log analysis are limited. Please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS.
2) Start your stream/recording for about 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream/recording.
4) Select Help > Log Files > Upload Current Log File. Send that link via this troubleshooting tool or whichever support chat you are using.

My bad for the lack of info, this should have enough info needed. I disabled Game Bar and Game DVR, and I made sure I recorded about 30 seconds.

however, the issue is still present after applying your recommendations

Changing those settings is to save resources, nothing more.

There is slight rendering lag/overload, try using Game or Window capture. Display capture is the least performant.

Update encoding settings & test again.

23:47:17.736: Output 'adv_file_output': Total drawn frames: 5356 (5360 attempted)
Your recording is 37.223 seconds long and 5356 frames have been written, so this file contains 5356 frames/37.223 seconds = 144 frames/second.
Check your media player if it is able to play back this unusually high frame rate.

I made sure to change those settings but one thing, the key interval thingy, I made sure it was already at 2 seconds so I do not know if that's the issue or not..

New Log File: https://obsproject.com/logs/QfuZNz566GbaADVD

sadly the issue is still not resolved..

Are you using VLC for playback or something else?
Yeah I am using VLC, I have a clip of me recording at 144 fps a month ago before the issue happened, and it was way smoother compared to the clips I record now, at the same fps of 144

The strange thing is that not only is it affecting the video itself, but also OBS's preview.

I checked my VLC codec settings for the new video that i posted a log for today, and it does say it is 144 fps

however, it does not give that buttery smooth feeling when you watch a typical 144 fps video, i have a clip before this issue occurred and it was WAY smoother than the video I recorded today

log for that video: https://obsproject.com/logs/QfuZNz566GbaADVD

keep in mind that this issue does not affect my gameplay during recording, just the video itself

and the game i play (roblox) does not support window OR game capture because of its shit anticheat, however display capture did not cause any issues for me before so its concerning why it would be an issue now

Do you notice if things start going sideways immediately or does it start off OK & then it start going sideways after a few minutes?

Your log is clean, there's no lag.

Try recording something other than Roblox & see if you get the same result.
its not just the game, its the entire footage.. no matter what i record itll always make the gameplay look like its 60 fps, so its not about my laptop having insufficient specs

i have a feeling that something is capping obs but idk what tho, i set it as administrator and its still not enough

it starts before i even record.. from the preview it shows that the video is 60 fps, while my settings are set to 144/1 fps so why its contradicting itself

OBS isn't causing your issue, your laptop or settings are. I'm kinda thinking there may be some thrashing going on. System only has 16GB of RAM & you're writing to your OS drive. If that drive is getting full/near full, performance will slowly degrade.
