This issue is not just with recordings, it also just happens when viewing the game through the OBS window. I close as many applications as I can when I record, so its not like I have a game up and running or anything. I tested it out with my Genesis and Saturn running through the OSSC in 2X mode and they record just fine, it's just my Switch that has the issue. I use the Elgato as a passthrough though, and this issue only exists for OBS, it doesn't show up on my TV.
I'm using an Elgato HD 60S. Here are the specs of my computer, which is a predator laptop:
Processor: Intel Core i7-7700HQ CPU @ 2.80GHz
16 GB RAM
Graphics: Nvidia Geforce gtx 1060
Running Windows 10, version 1903
And here is the log of a recording I did with the issue:

I'm playing a 4:3 game, but the recording is 1920x1080.
Any ideas on what I can do to fix this issue?
