OBS freezing when adding video capture device

Every time that I try to add my webcam to OBS it'll crash when adding as a video capture device. I've attached the log file and listed here what I've tried. Please help.

1. Tried changing the type of video input
2. Rolled back the OBS version (tried the latest v29, 28 and 27)
3. Checked that my webcam was actually producing output using a different software
4. Tried to update windows to 22H2. All my drivers seems to be up to date as well
5. Event viewer doesn't show any other error than just the application hanging
6. I tried disabling the "Allow the computer to turn off this device..." for all USB Root Hubs 3.0
7. Disabled the USB selective suspend setting in the power options
8. I don't have an nvidia graphics card so some of the solutions suggesting to roll back those drivers don't apply
9. I consistently get 2 errors looking in the logs: DecodeDeviceId failed & Video configuration failed

are you solved the problem? because i have same problem and was do the same things as you do, and still crash if i add video capture device
