OBS encoding lag when streaming PLEASE HELP!!

Basically, I can't stream anymore due to encoding lag? It was perfectly fine 2 days ago and I have been streaming for about 2 weeks. The moment I click on start streaming, even just on the stream starting animation, OBS just disconnects and reconnects constantly. The stream is just a black loading screen.

I run OBS as an administrator and the GPU usage is only like 20%.

I have a:
NVIDIA Geforce GTX 1070 which I have set as the encoder
processor: Intel(R) Core(TM) i7-7700 CPU @ 3.60GHz 3.60 GHz
Ram: 16 GB
Windows 10

I have tried lower the settings, but even at the lowest settings there is still encoder lag and OBS just keeps disconnecting and reconnecting

If there is anything else you need just ask! PLEASE HELP ME :')

Please restart OBS and perform a test stream/recording for more than 30 seconds doing as you normally do, including playing games, full camera or whatever you normally do.

Now look inside Help menu. Upload the current log file and paste the url to the log in here. Click on the Analize button to start troubleshooting common issues.
