OBS Disconnect and Reconnect When connecting VR

I was just forced to update to windows 11. Since then, I have not been able to stay connected to OBS once I connect my Quest2 via steamlink. I have attached logs from my last disconnects and crash. First I will list my settings/setup, the steps to repro the issue, then I will list the steps that I have taken to try to fix below.

Setup:

Wired connection

Output - simple
Video bitrate - 6000
Audio bitrate - 160
Video encoder -NVENC H264
Encoder - slow
Audio encoder AAC

PC
Adapter 0: NVIDIA GeForce RTX 2080 Ti
Dedicated VRAM: 11562647552 (10.8 GiB
Shared VRAM: 17074995200 (15.9 GiB)

Steps taken to cause the problem:
1. Load OBS
2. Start Stream with current settings
3. Connect Steam VR
4. If it hasn't crashed by now, loading any game will crash obs

Steps taken to fix:
1. Upgraded modem to new Gig modem
2. used R1ch twitch test and got 88 to 98
3. Monitored resource manager to see once I connected to steam vr, my "send" would read in the hundreds (120Mb - 150Mb) and my "receive would stay around 2-4Mb until it dropped to kbps and eventually crashes steam and no internet pages will load

Notes:
When streaming without VR:
No issues with bandwidth, game choice, nor interrupts.
I can open as many streams, downloads, livestreams, videos all at once without problems.
My "send" will float around 5.5Mbps to 7Mbps and stay stable and Twitch Inspector will show stable bitrate while my stream under "Stream Manager" will show unstable

When Streaming in VR:
If both I start Steam VR and OBS is active, there is no problem until OBS starts streaming
Once the stream starts, all internet stops working on the pc. there is no ability to load anything from websites and eventually steam VR will crash.

Correction Edit:
I said when I connect steam vr I show upload in the hundreds.

What I meant was, when I load a game in steam vr I get into the hundreds. When I load steam vr WITHOUT a game i am in the 40mbp to 60Mbp range for my "send" stats and OBS still disconnects and reconnects.

I have taken more steps to fix this that have not worked:
1 Ran OBS as admin
2 Went into Steam VR and set bandwidth limit to 115Mb
3. Was on dual monitors and unplugged one monitor
4 Reduced resolution and refresh rate
5 Set OBS priority to HIGH

I monitored the gpu and it never went over 65% streaming or not If steam didn't crash, I still disconnected and reconnected (showing due to bandwidth in log) while all other connections remained fine.
I have checked all cables and verified the cables with another pc that is working fine on windows 10.

Final update of the night. I have narrowed down that-
when using OBS on its own, its fine.
when using airlink through the quest 2 the connection remains stable.
When I close quest link and open steam vr, obs immediately drops connection.
Steam VR works on the machine next to it with no issues on windows 10 and a weaker gpu.
I have tested these things with and without the killer software on my machine for my killer e3000 network adapter.

My deduction so far is that Steam VR is the culprit conflicting in some way with windows 11.

Final Final report.
I rolled back to the same version of obs (29) and to the previous version of steam vr in betas and still disconnect and reconnect when streaming
If I let obs keep trying to stream, my headset will eventually freeze and steam vr will crash and ill get a "host has stopped responding" error
Then if I shut off the stream and steam vr, then reactivate the stream at any time, the connection remains broken.
Eventually even youtube wont load, and a complete disconnect from the internet occurs UNTIL I "end task" Steam in the task manager and my connection is restored. If anyone can help me post a log so I can repro in any way just give me some steps. fuck i need help.

And I also tested this with youtube. it is specifically when I connect to steam vr that I disconnect from obs. I also tried with lower bit rate, psychovisual tuning and lookahead off. On the plus side, I have gotten my send speed to stay up consistently and my receive speed with only vr and obs running is 2.7-3.5 no games and Im still disconnecting from obs and eventually crashing my internet connection all together.

You have network issues, already explained multiple times over the years. Most probably your ISP is at fault.

Not to be ironic, but I provided more info than most and after this happening for more than a month. Im frustrated. I have asked for help and got nothing over a week until I said fuck it. I don't know what to do. My older pc has no issues but isnt strong enough to play vr and my newer one cant stay connected and all i know is its because of a bandwidth issue that happens every time i connect to vr anything. Your response is the first bit of help at all so thanks.

Update: Discovered that when I use the quests air link, I have no issues whatsoever. I reinstalled steam vr and the issue came back.

I'm always happy to help, however in your OP you wrote:

This is a sign of network issues. Some IP network configuration, driver, firewall, perhaps routing issue. Unfortunately, these are usually denied by people reporting similar issues, so I ceased responding to this kind of report to not waste my time with advice never being accepted. You also used a bunch of apps I never ever saw (everything with VR), and not knowing how these might interfere with the system, I'm not able to give sane advice except basic ones (network issue).

Temporary solution found and I don't know what I did exactly but I found a Killer adapter download suite. After installing, Steam VR still crashes OBS but no longer kills the internet outright.

If I start the Quest Link THEN open Steam VR, everything works fine.

I don't know how nor why this works. Running 2 programs (Airlink and Steam VR) should not make things better but hey, it works for now. After a complete reinstall (again) of everything except Windows, Steam VR still kills the stream bitrate when loaded on its own immediately and every time. I have stopped seeing the crash of the game in the headset and instead just keep disconnecting from OBS. When loading max Steam VR settings inside of AirLink, (90hz, Higher resolution, and other high stats) It works. I don't know if the suite fixed things or Air Link as this is the first time I tried something like loading airlink to load steam vr. If anyone has an explanation I'm all ears. I can only hope that this whole post gives someone the help I needed before destroying a setup.
