Low kbps but fast internet

I was in the middle of streaming TFT when my stream randomly dropped to 100-500kbps (normally it's in the 6000kbps range)
I've been having this issue for a while and I can't seem to figure out how to fix it permanently.

Speed test shows: 500 download and 200 upload

I've done the following in this order:
- Changed OBS streaming settings to lower bitrate
- Ethernet to repeater
- Modem replaced
- Ethernet to Modem (this worked for a week)
- Updated drivers

See FAQ on this site (link in .sig), also use Automated log analyzer.
And just ugh on the streamelements PoS puking all over the log

200 upload (presuming tested with Ookla or similar) is best case, not low-water threshold that jitter/latency sensitive traffic cares about.
And the OBS Studio log won't tell anyone what all else is going on with your PC (background upload tasks), nor, more importantly, the rest of your LAN. You need real-time LAN/WAN monitoring to see if there is unexpected traffic causing a bottleneck

The other possibility I've seen previously, is that PoS streamelements causing timeout issue making it appear to be bandwidth related (but is actually end-user config issues combined with really bad streamelements code)
