kbps stuck around 3000 with drops to 0

Since yesterday my stream has been lagging and stuttering a lot
Usually I used to stream and get around 6000kbps-7000kbps stable running on my wifi and streaming
yesterday I noticed that my connection on twitch said unstable and my OBS showed that I was getting around 3000kbps with it dropping to 0kbps from times and just going over from 1000kbps to 2000kbps back to 0kbps 3000kbps then 500kbps on and on
This never happened to me, this started since yesterday randomly, no update was done to the windows or drivers, nothing that I can think of that might caused it

I contacted my ISP and they updated my router and checked if I'm sitting on LANS with other people and it was all fine
I got 500mbps download speed and 100mbps upload speed on my wifi
they suggested I get a ethernet cable which I did but still hasn't fixed the problem
I get now 1000mbps download speed and 120mbps upload speed with the cable
but still same issue when I try to stream starting the stream on 6000kbps and then it just starts jittering and jumping all over the place
I get around 50 dropped frames also when all this happens forgot to mention

I tried updating my windows, drivers, using dynamically change bitrate to manage congestion, enabling network optimization, disabling antivirus and firewall, putting a LAN priority on OBS, tried even using other streaming software's and they also had the same problem, just anything I saw on the internet that might help but still same issue

I ran a test of bandwidth and it's all stuck around the 3000kbps-1000kbps range with terrible quality
I tested all server, image shows the best ones I got

These are my computer specs:
MOTHER BOARD: PRO B650M-A WIFI

CPU: AMD ryzen 7 7700x 8-Core 4.5 Ghz up to 5.3 Ghz

CPU COOLER: Corsair H100 RGB 240mm Liquid CPU cool

RAM: 32GB ram

GRAPHIC CARD: GeForce MSI RTX 4080 DLSS 3 TRIPLE FAN

At the end I decided to download OBS on my Macbook and try to stream there see if I get the same problem, so I can make sure if it's a problem with the ISP or my computer
and to my surprise it was not the internet connection. I was getting constant 6000kbps-7000kbps on my macbook with the same settings for streaming, while on the wifi ( like I usually used to be on my main PC )

I'm just lost on what to do and what might be the problem, anyone has any idea? or experienced the same issue?
I did see someone mention it in 2020 here in the forums having the exact same issue I have but he didn't get an answer
Please is there anyone who might know a fix?

I tried streaming to youtube and had excellent connection running at 8000kbps
but when I try to do to twitch the same issue occurs, when I stream to twitch from my macbook it works fine running at 6000kbps-7000kbps
I'm so confused on what is the problem

I kept trying to stream to see if it gets any better and suddenly managed to stream on 6000 kbps consistent was going good for 15 minutes I stopped it and wanted to check if it will happened again and started streaming to get the same issue
I'm so confused on what is the problem, I'm losing it

Ok here are some logs I tried getting
this is logs after I streamed and stopped streaming, asked for the logs after I ended the stream when it was giving me 50% dropped frames
after I stopped the previous stream I decided to check again, I started streaming and it worked fine 6000kbps

then I stopped that stream and wanted to see if it will work fine again I started streaming again and got the same issue again

When I do manage to get it going good, it just decides to randomly work if I don't turn stream off I notice I can go for as long as I want
but as soon as I stop the stream and start again it will start giving me the problem again until randomly in one of the tries it will work fine again

for some reason when I stop streaming and start streaming over and over again in one of the times it will just magically start to work fine and if I keep it going it won't have any issues, but as soon as I end it and start a new stream I get the problem again
until I just do it all over again start stream and stop stream in repeat until it just works magically in one of the tries
still, in my macbook it works completely fine every time when streaming to twitch, but on the pc it's just a gamble on when it works or not

1. In many cases, wireless connections can cause issues because of their unstable nature. Streaming really requires a stable connection. Often wireless connections are fine, but if you have problems, the first troubleshooting step would be to switch to wired. We highly recommend streaming on wired connections.
2. One of your audio devices has a sample rate that doesn't match the rest. This can result in audio drift over time or sound distortion. Check your audio devices in Windows settings (both Playback and Recording) and ensure the Default Format (under Advanced) is consistent. 48000 Hz is recommended.
OBS Sample Rate: 48000 Hz
Microphone (FIFINE K658 Microphone): 48000 Hz
Speakers (Realtek(R) Audio): 192000 Hz
[VIRTUAL_AUDIO_DEVICE_PROCESS_LOOPBACK]: 48000 Hz
3. If you're still having issues when using a wired connection, enable Dynamic Bitrate in the Advanced Network Settings.

You can also try setting up a free restream.io account, connect your Twitch account to restream.io and then set OBS to use restream.io

Also the Twitch Broadcasting Guidelines allow for a maximum video bitrate of 6000 kbps so don't try to use anything past that.

in the initial post I mentioned I tried with cable and without cable having the same problem till now, audio devices have nothing to do with the problem I mentioned and I don't have a problem with audio in recordings at all
seems like you just copy pasted the analysis page and didn't read the problem I'm experiencing

first i suggest to read everything I mentioned in the official post and follow up with my replies to get the story
streaming from laptop works fine with cable and without at anytime same settings as I have sent in the post
on my pc I have to spam start streaming stop streaming until in one of the times it just magically decides to work

You have a network issue, not OBS issue.
Try testing using a network cable instead of wi-fi (unreliable)
If you see the same issue, then the problem is most probably on your ISP, as you can see on the Twitch Test quality results. If it works fine, then the issue it's on the Wi-Fi itself and you should stay wired.

dns and ip flush fix this for me
open cmd

ipconfig /flushdns
ipconfig /release
ipconfig /renew
reboot the windows.
