I'm having trouble with OBS studio on win 11. (Intel celeron )

So i downloaded OBS studio to get some decent browser/io game clip recordings. The game is very simple and is not graphic intensive. I go to record, and everything seems fine. my FPS drops from 60 to around 40-45, no big deal. So after a little bit of lag, i record a quick 5 min clip. i go to watch it and OH MY GOD it's so bad it shows like 1 frame every 1-2 seconds! i try to put the quality to minimum and change the bitrate for the encode to 2500 (it had been 3500) and no dif. I attempted to run OBS in administrator mode to give it more access to my resources; NO DIF. I have 8 gigs of RAM and a 128 GB SSD so that wasn't the problem. My cpu is a Intel Celeron J4105 @ 1.50 GHz with 1 socket and 4 cores and 4 logical processors. For some reason when i got the cpu, it has always ran WAY over it's base speed at a ok ish 2.23 GHz to 2.45 GHz. I guess it's just my processor, but windows 11 is making everything WAY slower. Is there any way i could make it not so laggy? It's not bad in game but the recording is just SO bad.
Thank yall for anything you can do for me.

I hate to be the bearer of bads news, but the celeron class typically is a real low performance model. And 8GB of RAM is on the low end for this type of work.
If you check performance monitor, I suspect you'll see CPU and RAM maxed out (bottlenecks)
And your encoding settings important, as you most likely don't have a discrete GPU, so maybe QuickSync (on the Intel UHD Graphics 600). With the right settings CPU shouldn't be impacted too much, but wrong Encoding settings will really cripple that CPU

This a laptop? in which case thermal throttling also a potential issue
