Could be... or could be your LAN, or WAN link... no way to know with what you posted.

If you are using WiFi, or cellular connection ... that could be your problem... neither of those provide as stable bandwidth, jitter, and latency as wired connections typically do. In dense urban areas, neighbor WiFi devices can interfere. Or you could have something using your upload bandwidth you aren't thinking of / aware of (could be oversight on your part, or could be something malicious (not that frequently), or ?? lots of possibilities)..
Unless you setup and analyze real-time network monitoring, you'll never know why you run into bandwidth contention at times (sort of like driving blind-folded.. you won't know what caused those 'bumps')
