High Upload Speed But Bitrate Always Drop

Excuse me, bro, I'm a beginner, I want to ask, my upload speed is stable around 120-150 Mbps, but when I try to livestream on YT 1080p60,CBR 6000-8000, the Bitrate goes up and down, it's not stable, is there a solution? Thank you.

Ryzen 7 5800h
RTX 3060
16GB RAM

Hmm, typical down is higher like upload.
Second you show test result to fastes server no to YT, you can use YT edge server with broken network speed.
Some times i use own rtmp server to change track (and YT edge server) or VPN.

You can always call to provider and report a problem.
