Help setting up OBS on Streaming PC.

I am working on setting up a dual pc streaming. but i can quite get the settings right. Now the laptop/Streaming PC will do nothing but run the OBS so i am not concerned about the performance of other applications as long as the stream looks good and is stable. I have tested many settings and have been working on figuring it out for a few days now and just cant pinpoint the settings on this machine.

Specs:
Streaming PC - Intel i7-3632QM 2.20GHz, 8.00 GB RAM, Intel Intagrated Graphics.
Gaming PC - Intel i7-9700k, NVIDIA GTX 2060 Super, 32gb ddr4 RAM.
~ I am also using Elgato HD60S~
