GPU Not Using Any Resources

Hello everyone! I have recently setup a dual PC system and I'm now having issues with frames on OBS/SLOBS. (I have both because I wanted to see if one was better than the other) When I was just using one PC, for streaming and gaming, the FPS would only dip when loading, but stay at 60FPS but now (when in game or intermission scene) frames have dropped to 44 and dips to 20 and I have no clue why. I pulled up task manager to see and the CPU goes up to 60% and and GPU is at 0%. The PC is an i7-4770 @ 3.4 GHz with 32G of RAM and I'm running a GTX 960. I hope someone can help! I would like to keep using SLOBS if possible but understand if I need to switch over to OBS.

Please post a log with your issue! Here's how...

OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...
