This isn't the same type of screen tear associated with VSync disabled, since it happens with and without the option enabled. Upon further inspection, the recording exhibits tearing that goes horizontal and vertical.
Another thing to note is a visual glitch, a checkered pattern as seen beneath the character's arm. Apparently it has something to do with rasterisation, though I'm not sure.
Lastly, this happens alongside stutter, so it comes and goes.
Likewise, a higher FPS in OBS and/or the game also effect the frequency of such issue. I've tried reinstalling my GPU's drivers and Windows 10 without success. There's a few workarounds, but they only sacrifice one thing for another, and I'd rather see the issue addressed officially to avoid problems in the long run.
