Full PC Crash/BSOD since fresh Windows install

So, I somewhat recently did a clean re-install of my PC.
Cleared all partitions and installed windows via USB.

Ever since, streaming via OBS will randomly crash on different levels, ranging from:
  • OBS simply stops streaming and refuses to restart until I restart OBS
  • My entire PC screen starts freezing for multiple seconds at a time at a random interval of a few seconds
  • Full BSOD (dxgmms2.sys)
Things I've tried:
  1. Rolling back GPU driver
  2. Running DDU in safe mode and re-installing GPU driver
  3. Verifying OBS integrity
I'm honestly running out of ideas. Everything points to my GPU drivers crashing, and at this point only hardware failure seems probable, but at the same time, I have gone almost a full year without ANY of these issues with this GPU and the only thing that changed since was a fresh windows install.

To add to the confusion: Whatever state my PC is in atm, Streaming fails with "NV_ENC_ERR_INVALID_DEVICE" combined with my entire PC stuttering. But, the recording keeps going and, lag spike from the stream failing aside, it's flawless.

HandBrake can re-encode video just fine though. Even using NVENC H.264 (the same encoder OBS uses afaik). The recording is running via NVENC AV1
