Failed to open NVENC

The video is shown in the capture preview screen but cannot record using NVENC. My card is in the supported matrix (Quadro RTX 4000). When I switch to software recording (x264) the error goes away but the recording has no video, only audio.

New update: Installed nvidia-cuda-toolkit and now the error went away. I am now able to start recording with NVENC and the "video engine utilization" in Nvidia X server settings now shows activity.

BUT I still have the same problem that the recorded file only has sound. I've tried different container formats to no avail, either with NVENC or software encoding.
