Question / Help Encoding overload with a good PC when recording! Why?

Hello! I am trying to record with as best possible quality. My specs are

GPU: RX-480
CPU: AMD Ryzen 5 2600

Here's the settings I am using:

Am I really using super big values in bitrate? I have heard people use 40000+ and still being able to record. Hope someone can help me :)
