Hello, Im streaming 2 years, but only few weeks I started to have issue with delayed audio in my streams, I used 2 years same settings, same hardware.
This is my setup:

I found that I get audio delay when I switch scenes, but that audio delay is only from HDMI port (from capture card), so I tried to deactivate and activate capture card in my scene and it fixed my audio delay, but when I switch scene I get that audio delay back, and I have to reactivate capture card every time when I switch scene if I want to have stream without audio delay, but it is not problem with capture card itself (like hardware), because I plugged headphones into my Stream PC and set my capture card for listen in Windows Sound Settings, so I could hear sound coming from capture card in my headphones and I found that audio from capture card is always without delay / latency, I get that delay only in OBS, somehow, but when I reactivate Video Capture Device (capture card) then it fixes my audio delay.
Here are my settings for my capture card:
I dont know why it is happening, as I said it never happened last 2 years, and I use same setup.
OBS version is 30.2.3

I was testing that audio delay first 30 seconds then I reactivated my Video Capture Device and as you can see (or hear) there is not delay after that.
All my sound devices are set to 48kHz and OBS too.

- CPU: Intel Core i7 1360P (12 cores, boost 5 GHz)
- RAM: 16 GB DDR4
- GPU: Intel Iris Xe Graphics, 96 cores
- Capture Card: EVGA XR1 Pro
