This would mean it was not installed correctly, you should simply be running the installer
That is the default path it installs to if your OBS install is in the usual location, otherwise you'd need to point it to whatever custom location you have installed OBS to. If you believe you have done this send a current log:

It is not attempting to load at all which would mean it is still not installed correctly.

You probably want to look in the Discussion section of this particular plugin page and see if someone else already asked and got the solution to this, or ask about directly in there, the dev and other users of this plugin can give you a more detailed answer.
Just make sure the plugin is updated and compatible with the OBS version you're using.
