Your Windows is more than two years out of date. Update to at least version 1809 (build 17763).

Windows version: 10.0 build 15063 (revision: 0; 64-bit)

Not sure what you mean by "reinstalled the encoder". Do you mean the Windows libraries that OBS needs to run?

Either your card does not support the AMF encoder, or it is in low-power mode and this is preventing the encoder from using it:

okay i checked and my card R5 m335 supports the amf encoder , secondly the link you gave me tells me i'm "unauthorized" to view this thread or it does not exist so i can't see that one , and last , how do i check if my card is in low power mode and how do i change that

Don't know what to tell you, then. All I found looking at the contents of your logfile were references on AMD forums also noting the AMF encoder was not working for M3XX series card users, and pointing to energy saving features as the culprit. Unable to duplicate as I don't have a similar card.

yeah weird problem indeed , should i message or contact the author of the encoder ? should i contact him , does he reply ? and how do i contact him ?

I am also having this issue come up out of the blue and I am stressing out because I cannot seem to get it fixed.. is there anyone who knows what the cause could be?

The ndi plugin is the cause of this crash. Look for updates on it or send the crash report to the devs of the ndi plugin.
