Bitrate Issues for 3-4 Months if Not Longer

Hello there, I have been having issues with my bitrate for at least the past 3-4 months. I am always using the current version of OBS. For a while now I have been having bitrate issues then I never had before. The stats bar always says it's a 'network problem' and my bitrate is always going up and down and then will tank to 0 but my network isn't fluctuating any more then normal internet. My bitrate percentage is anywhere from losing 1000 frames to sometimes 20,0000 so anywhere between 1% and 7% dropped frames. I have Charter Spectrum and use a Ethernet cable, I never stream over wi-fi and I have the highest pack for my area which is 1000mbps of download and 40mbps of upload. Which should be plenty for streaming to either Twitch or YouTube. I have done the following to try to fix my issue:

-tested my internet
-changed bitrate
-find the correct server with Twitch Test (it says my quality is 100 for the server I chose which is close to me)
-use Twitch Inspector
-changed changed resolution
-I changed all settings that could possibly help from multiple forums on this site(bitrate, fps, resolution etc.)
-contacted my ISP (multiple times) which they send out a tech who does not see anything wrong and told me I should not be getting any issues
-got a new router and new modem(I tried two different types these past couple months with no change)
-got new ethernet cables
-update all drivers
-unplugged and re-plugged in my modem and router
-made sure nothing was on the same connection
-have OBS running as admin
-have OBS white-listed on my firewall
-shut off my firewall
-enable or disable game bar(neither worked)
-made sure I didn't have a lot of browser sources or game capture sources
-I have tried streaming at 2500 bitrate at 720p with 30 fps

And I have tried many other things to no avail. If anyone knows what I can do please let me know I am at a loss and it's really hindering me enjoying to stream to any platform.. here are some logs from just the past few days as well as some images of past occurrences.

Your logs need to contain a streaming or recording session in order to be helpful
Stream for a few minutes or until you have the issues again then post a log from that
Have you checked your GPU utilization in Task Manager Make sure you only have one capture source per scene
Your loading scene has network issues on many elements Check your log

These were all logs after a stream I had and uploaded them to the OBS log, which I can then find in my files. I am not sure what else I could do to show a "live" one while I am streaming? The ones from the 21st were just from today and right after I had streamed with a group of my friends. My GPU utilization is perfect from what I have seen. I am not sure what the load scene has issues with? Does it say? I really have no idea how to read these logs other then knowing how to upload them after a stream and finding the log in the files after that.

I should point out I am a Vtuber, if that helps?

Is it possible I was uploading them wrong? So it wasn't showing the right info?

That was a good log but shows nothing concerning your issue with bandwidth Is it showing drops on your network adapter in the Task Manager Only thing it could be is your Internet connection Check your firewall settings, router, etc Anything updated in the last few months concerning the Internet You could try connecting your PC directly to your cable modem to see if it still happens

As stated in the initial post I did here of all things I do and have tried, I am plugged into my modem with an Ethernet cable, my firewall is even off now when I stream, I have a brand new modem and router and new Ethernet cables and my internet is not fluctuating that much. I have literally tried everything.. The pictures I have are from the stats screen on OBS that show my network is in fact dropping frames but nothing being wrong with my internet.I am not sure why it's not being shown in the log? I dropped at least 8.5% of my frames in that last log I had posted. I am not really sure what else it is cause I test my internet on the daily and even have had a tech come over here as stated in my post and there is nothing wrong with it that me or the company can find but these are the frames I get dropped in the stats screen almost every stream consistently:

All looks good, but, every test are you run check speed on low load network (to target server, not to all network).
If send stream, some value has changed, network load increases and droped packet.
Use restream or similar service. e.g. buy own server and run simpl nginx - rtmp service to restream, probably new server be better connection to your target server.

I used Ping Plotter to see if I have packet loss but I have zero packet loss according to Ping Plotter. I also check my network before I have my issues with dropped frames as well as during my dropped frames and I see no changes. I have tried Restream.io and similar services but they still do not work. I even tried a VPN and nothing seems to work. I literally have gone to every single post on this site about bitrate issues and dropped frames and tried everything on them and nothing works at all :/ I'm literally at a loss as to what it is. I thought about trying another streaming program to see if it's just OBS messing up, I'm just so confused and so is my ISP technician.

Month ago i send from the same network (University network in Poland) 3 stream to Teams, 1 good, 2 lost frames, i use for this 2 stream, my own server and 0 lost packet.
On twitch you can choice diffrent server, check on worst.

I have tried all servers manually, I use Twitch Test to see what's good for my area, still dropped frames. No matter if my stream is 1080p @ 60fps or 720p @ 30fps, I get dropped frames no matter what I do and my internet isn't even bad :/ I'm just confused as to why I'm getting this

Ok, a you use WinMTR to check where is the problem (on which router) ?
I have used this yes and no issues with router (I use one router) at all, it is a brand new router of not even 1 month old. I use an Asus router. I have checked modem as well which is also brand new and also not even 1 month old and nothing wrong with that either.

WinMTR check router on whole distance, not one router exists.
e.g .
1. local home router
2. provider router
3. second provider router
....
n. target router

WinMTR show track from home to target router. Your provider can responsible only for him part, other router is out of control.
Soo if you send small packet all is ok, if you send more data one of router on track can be broken or too high load.

I'll give it another shot! Maybe I did it wrong? I don't know. If it turns out nothing is wrong again then what? Try to contact ISP again?

Isn't this also similar to Ping Plotter? Which I've already used.
