bit rate issues despite great internet and good hardware

I need some help figuring out whats wrong with my obs. I have been using obs for about 3 to 4 years now and have had virtually no issues streaming on twitch. then suddenly about 2 weeks ago my bit rate started fluctuating rapidly. according to things ive seen online, all signs were pointing to my internet being the problem. our internet is showing download speeds of up to 50 and upload speeds of up to 20. according to that my internet should be able to handle 4500 bit rate. yet its still not working. The internet on every other device in the house is also working perfectly fine so its strange to see obs acting so weird. attaching a link to my log files but please i would like to get back to streaming so any assistance would be apreciated!

LAN looks OK, you can call your ISP but clean up the SE errors or remove it before you do, you'll need to uninstall/reinstall OBS too. SE is nothing but errors.....

could you possibly point me in the right direction to fix these errors?

Nope, I don't use SE. If you can't figure it out, you will need to remove it & then remove/re-install OBS. SE replaces core elements of OBS.
