Open OBS, go to the Tools menu, Auto-Config Wizard.
That said, your system is extremely low-end. i3s generally are OK for general business tasks, but struggle with anything more demanding than reading email or working in spreadsheets. Your GPU meets the minimum requirements, but as you noted, does not support NVENC (1030s do not have NVENC cores).
If you're looking just to record locally, your best chance is to use the Ultrafast preset with CQP or CRF, allowing the system to throw as much bitrate as it needs to overcome the extremely poor-quality encoding that will have, and maintain a decent image quality.
Streaming is unlikely to be viable on that system at all.
