hello everyone!
This is my first time on the OBS forums as there has never been a problem before hand. This time however, things have not gone so well.
I first had OBS on my old laptop which was and intel/nvidea set up. Recently though I just bought my new pc that is all AMD for the cpu and gpu.
While it seemed to me this shouldn't have caused problems many have appeared for the first time. After resetting up and trying to record the audio tracks work fine but the video is awful!
Frames are just fine when on the menu of a game but as soon as I load into the actual game the frames instantly tank and the video is either one frame for minutes on end; or it is video playing at what looks like 5 fps. During this whole time OBS shows it is working at 60 fps and using less then 10% of the cpu. My total cpu usage is less then 20% from what the task manager was showing at that time. The screen is in 4k but downscaling to 1080p60fps through OBS.
I have changed bitrate to 8000 which fixed a small bit of it but the underlying problems remain. I've went through most of all the settings to find something but have not found anything to help it. Other then trying myself I have looked through many posts on the same problem yet nothing that was recommended has worked.
any incite would be greatly appreciated!

gpu: AMD Radeon RX 5700 XT (not the anniversary edition)
memory: 32GB Dual Channel HyperX FURY DDR4 XMP at 3200MHz
