What did you expect from Radeon? They consistently provide terrible quality for the H264 codec.

Try using x264, there are no other options. Or sell Radeon and buy Nvidia.

For x264, use these additional parameters to reduce CPU load
ref=2 no-mixed-refs=0 trellis=1 bframes=0 rc_lookahead=30 scenecut=20 aq-strength=1.5 weightp=2

Using x264 will provide higher quality and less blockiness, but will negatively affect gaming performance. It all depends on the game's CPU requirements.

sweet, but with analyzer, it says "0.8% Rendering Lag", which it also says the gpu is overloading. should i be worried about it? will it affect the quality? here's me new log info with the settings you recommended with the x264. i also tend to stream at 720p60 on twitch.

Info 0.8% Rendering Lag
Your GPU is maxed out and OBS can't render scenes fast enough. Running a game without vertical sync or a frame rate limiter will frequently cause performance issues with OBS because your GPU will be maxed out. OBS requires a little GPU to render your scene.

Enable Vsync or set a reasonable frame rate limit that your GPU can handle without hitting 100% usage.

If that's not enough you may also need to turn down some of the video quality options in the game. If you are experiencing issues in general while using OBS, your GPU may be overloaded for the settings you are trying to use.

Please check our guide for ideas why this may be happening, and steps you can take to correct it: GPU Overload Issues.
